There are major differences between RFE and NOID.
1) Most of the time, a RFE is issued when a particular piece or pieces of necessary evidence are missing, and the RFE limits the request to the missing evidence.
2) Generally, a NOID is issued when the case appears to be ineligible for approval but not necessarily incurable.
Also, A NOID is more appropriate than a RFE when initial evidence is predominantly present, but 1) the filing does not appear to establish eligibility by the preponderance of the evidence, 2) the adjudicator intends to rely for denial on evidence not submitted by the filer. http://www.greencardapply.com/rfe/rfe_about1.htm
