The JR Haruka limited express takes about 70 minutes and costs 2980 yen by non-reserved seat or about 3500 yen by reserved seat from Kansai airport to Kyoto. There are departures every 30 minutes.Note that you can use the non-reserved section of the Haruka Limited Express between Kansai Airport and Kyoto with a JR West Pass - Kansai Area. By bus: Direct airport limousine buses from Sannomiya Station(13:20) to Kansai airport (14:25) in central Kobe take about 65 minutes and cost 1900 yen. By train: Take a JR rapid train to Osaka Station (55 minutes) and transfer to a JR special rapid train to Sannomiya Station in central Kobe (20 minutes). The one way fare is 1660 yen.
