位於東灣布利桑頓市(Pleasanton)的三谷大學(Tri-Valley University)的華裔創辦人兼校長蘇曉萍(Susan Xiao Ping Su,音譯)涉嫌掩護非法移民集團,為非法移民核發學生簽證,已遭聯邦檢察官提出控告。
聯邦地方檢察官於周三提出的訴訟書指稱,三谷大學向國土安全部謊報資料,為數百名非法移民(多數來自印度)非法核發學生簽證,讓他們留在美國。而持學生簽證留在美國者,必須出示在學證明,證明的確有到校選課和上課。
檢方並指稱,蘇曉萍涉嫌這宗精心策劃的詐騙,「使三谷大學蒙羞」。訴訟書指出,三谷大學透過非法核發學生簽證,讓非法移民取得學生簽證留在美國,並因此賺進數百萬元。
聯邦移民暨海關執法局官員周三前往位於圓石街(Boulder Ct)的三谷大學和其他三處蘇曉萍所擁有的房屋執行搜索令。移民局是從2010年5月開始調查此案,該校是在2009年2月獲准核發簽證。2009年5月,該校只有11名學生持有F-1簽證,至2010年5月增至939人。
根據訴訟書指出,取得簽證學生中,超過95%來自印度。三谷大學的資料顯示,超過半數學生住在桑尼維爾同一棟公寓,而該公寓經理向移民局官員表示,從2007年6月到2009年8月間,只有四名大學生住進該公寓,之後再也沒有大學生入住。因此調查員認為,三谷大學謊報簽證學生的住址資料,實際上這些學生不住在加州。
該校一名不願具名的教授表示,他對此案感到震驚,由於三谷大學也提供網路課程,他自2009年起便在自宅透過網路授課,根據他親身經驗,他一直認為三谷是所正當大學。他說:「我教授的都是優質課程,我的學生也都非常優秀。」他並表示,寒假結束後,學校原本應在1月10日開學,但因故延後,周四剛收到蘇曉萍電郵告知,很快便會開學。
根據三谷大學網站的資料,創辦人兼校長蘇曉萍來自中國,1991年畢業於清華大學機械工程系,1997年從戴維斯加大取得碩士學位,2001年從柏克萊加大取得博士學位。

涉嫌發出多達千餘假學生簽證的舊金山東灣布利桑頓市(Pleasanton)的三谷大學(Tri-Valley University),已遭聯邦政府關閉。該校可能有千餘學生失去學生身分,而面臨遭遣返命摺_@項可能是美國歷來最大的大學簽證弊案,涉案人為三谷大學的華裔創辦人兼校長蘇曉萍(Susan Xiao Ping Su,音譯)。她涉嫌掩護非法移民集團,核發假學生簽證及洗錢。
三谷大學有1555學生,其中95%是印度國民。
該校2009年2月獲准核發I-20入學許可及學生簽證。該校2009年5月只有11名學生持有F-1簽證,至2010年5月增至939人。
聯邦移民暨海關執法局察覺有異後,由探員假扮成外籍學生前往。探員表示在美國身分有問題,希望取得學生簽證,但並無意在三谷大學修課,而蘇曉萍仍舊同意發出F-1學生簽證。
起訴書指出,三谷大學透過非法核發學生簽證,讓外籍人士取得學生簽證留在美國,並因此賺進數百萬元。而那些學生涉及使用假住址,並在美非法工作。
美参议员联名敦促整顿“野鸡”大学

美国五位参议员联名致函移民海关署,要求严肃处理向外国学生兜售签证的“野鸡大学”。上月加州一所由华人创办的三谷大学(Tri-Valley University)就因此问题被移民局查封。议员承诺将出台新议案,加大对此类机构的惩罚力度。
上月被查处的三谷大学是五位议员联名致函的动因之一。从学校网站得知,其创始人是一名叫苏晓萍(音译,Susan Xiao-Ping Su)的华人。她在简历中介绍,自己于1991年从清华大学电子机械学院毕业,2001年从加州伯克利大学获得博士学位。三谷大学于2008年开始“招生”,每学期学费为2700美元。
移民海关局在一月底的检查中发现,其普莱森顿(Pleasanton)的校舍空无一人。学校1,500名学生绝大多数来自印度,来美国之后居住在各个不同州,很多人从未到过三谷大学。美国法律规定,学生若想维持合法身份,必须出席课堂并按时完成学业。一些印度学生之后受到移民局审问,并可能被遣送回国。移民局同时没收了苏晓萍称用“学费”购置的办公楼,一套公寓,和一处豪宅,但尚未提出指控。
五位参议员范士丹(Dianne Feinstein,D-Calif)、舒默(Chuck Schumer,D-N.Y)、麦克卡斯基尔(Claire McCaskill,D-Mo)、泰斯特(Jon Tester,D-Mont)、纳尔逊(Bill Nelson,D-Fl)在联名信中指出,冒牌大学操纵学生签证,谋取暴利的行为对整个项目构成威胁,对其他签证申请者也不公平。他们还提到,数位实施9-11袭击的恐怖分子便持学生签证。
议员敦促移民海关局在90天内做出回应,出台针对冒牌学校的评估项目,并实地走访每所可能存在造假行为的学校,并强调一些提供所谓“远程教育”的学校应引起特别注意。
他们还指出国务院和移民海关署之间应加强信息共享,避免为同一间学校授予不同数目的签证。最近被关闭的加州三谷大学只被允许招收30名国际学生,却从国务院获得1,500份签证。
面对该现象,议员承诺将出台新议案,提高对冒牌大学的惩罚力度。他们认为目前的惩罚措施过轻,而向外国学生出售签证已成为暴利行业,因此才不断有人知法犯法。
