China has been choosing learned people in power

Due to the inborn brain defects and Gods brainwash, over 70% of population in abnormal mentality; many are beasts and psychos. Onle learned quality people with ensured quality can make right judgment in lesser mistakes.

In China, Zhou dynasty (1046 BC – 256 BC) due to the crown can be only passed down to one son. The generations Royal repeated gave certain land as fiefs to other sons as vassal states independent economy war machine, eventually Royal declined lost control on about 100 vassal states; the animal instinct began to barbaric play as that of Europeans; in 771BC fell into 550 years of wars between the royal family's grandpas, grandsons, uncles and nephews.

The wars proved that the greedy nature of the Chinese is no different from that of Europeans. Once society gets out of control, they will be just as barbaric and bloody as Europeans, occupying, plundering and killing at will.

However, even so, the people of China still enjoyed a relative longer peaceful prosperity and by Silk Road and Belt Road surviving the people in the West kill of each other until this moment.

Due to that the life threat wars enlightened that only quality people as generals can win the wars. Since then China has been choosing quality people in power.

1...Transfer the power to bureaucrats from royal family

Guan Zhong (720–645 BC), a philosopher and politician of the vassal state of Qi; who mapped brand new blueprint on a paper of almost is blank to have designed the detailed administrative measures in social governance.

The key reform was that he shifted administrative responsibility from hereditary aristocrats to professional bureaucrats.

Guan Zhong establish legalism uses mandatory legal terms to bind people's behavior. He reform enabled the state to impose taxation and economic autocracy directly reaching village level. Some reforms involved in social administration, including household registration, delimitation of administrative regions, and promulgation of laws, which are copied and posted throughout the country; which completely deviated from the traditional norms.

Guan Zhong recognizes that effective rule cannot only rely on the wise men as the moral models, but must have criminal laws as effective enforcement with rewards and punishments. Legalists emphasize that whether it is relatives or friends, whether it is rich or poor, all to be determined by the law.

The taxes were levied according to the fertility of the land, trade was encouraged, and production was promoted. The government mints currency and monopolize on salt and iron to increase fiscal revenue. The government builds warehouses to store grain for prevention of famines; and great more.

Here I have to specially indicate that Guan Zhong was an earliest thinker in China history who proposed the theory and principle of "ruling the country by law". He was firstly defined the legal power and responsibility relationship between lawmaking, law enforcement and law-abiding.

He believed that: the legislation should be unified and the law should be made public and everyone is equal before the law, by which avoids law enforcement being affected and misused by the personal wishes of those people who are in power.

The people of China are able to enjoy a relative longer peaceful prosperous life should attribute to that Guan Zhong designed governing system geographically and politically with strictly assess-promotes quality people as officials for social governance and a rational system of law; so that government is able to suppress the abnormal behaviors of low quality people. 

2...Cross borders selecting learned people govern the country

The record of cross border selecting quality people as officials in China may trace back to before 600 BC, Qin Mugong (659–621 BC) of State Qin, who implemented the practice of guest minister from other states with group of capable people as consultants.

Since then there were many outstanding learned people gathered to the State Qin and promoted State Qin developed stronger to unite China in 221BC.

3...Formed province and county select quality people as officials

Li Si who was a politician, legalist writer and notable calligrapher came to State Qin from State Chu, served as Prime Minister from 246 – 208 BC under two rulers of State Qin and has fundamentally contributed to the social governance of China and globally.

In 238BC, Li Si suggested to Qin Shi Huang with that now, Qin has the conditions to unify the world, and the other six countries have actually fallen to the status of Qin's prefectures and counties. Getting rid of them is as easy as flicking off stove dust; Qin Shi Huang (259–210 BC; the founder of the Qin dynasty and the first self-invented title emperor of a unified China.

After state Qin unified China in 221 BC, there was a debate between Gov-officials and the scholars. The scholars advocated the old system of enfeoffment, granting the land to the nobility and giving the name of hereditary princes.

The highest judicial official, Li Si who believes that the system of enfeoffment was the root cause of the melee of the Zhou dynasty, and it was a political disaster by enfeoffment of land as independent economy. Once those independent economies developed as military power, they immediately alienated of each other and waged war, and the emperor could not stop them. The suggestion of the implementation of the ministry; province and county system was adopted officially, at the same time, a prosecutor was set up to monitor the behavior of the officials.

Then set 36 provinces with three officials in each province: they are equivalent to today's governors, defense commanders, and ombudsmen. Provinces administered counties; the officials of the province and county were directly appointed by the emperor.

Besides the officials of the provinces and counties, there were still other 9 officials, separately in charge of Etiquette for ancestral temple, Palace portal, Palace guards, Horse feeding, Judicial affair, Foreign concierge, Royal family, Agriculture and Logistics supply.

Those officials were selected among knowledgeable people outside of Royal family as that of Shang Yang who was from other state and was appointed as top official to reform the old social system in 356 BC, which was 135 years before of state Qin unified China.

This centralized governance model eliminated the cause of social turmoil by removing the soil for budding nobles and aristocracy. Those appointed officials may naturally form technocratic democracy.

Now, we may easily image that govern such a complex social system, there were so many officials in charging of different affair of a big country, even if the emperor eagerly wanted to act as a dictator, but, he would not know how to dictate, but had to be Technical Democracy by the jointly discussion of those officials.

4...The start of Imperial Examination selects people in power

The concept of choosing bureaucrats by merit rather than by birth blood started early in history, but using written Imperial Examination started in Han dynasty dynasty 206 BC–220 AD, later it's become a routine, once a year until 1905. 

Those ministers and their subordinates participate in policy formulation with jointly discussion. Therefore, in 2000 years ago, China has started Technical Democracy actually by group of outstanding knowledgeable social elites, rather than as that of the Westerner proud of liberal democracy with proud of anyone can free campaign without quality control on the candidates and thus dehumanized democracy as a collector of social garbage.

Though the centralized govern system in ministry, province and county has been soundly implemented; but the scholars that gathered from other states never stop their effort to restore the old system of enfeoffment by provoking social riots of old interest group of defeated states; then government buried about 460 scholars and burnt the books that are in preaching old system of enfeoffment.

In order to avoid the social unrest from confused thoughts, Li Si strengthened the control on the social ideology, to have burnt books in folk collections in politics and ideology related only, while prohibited the private schooling; which can be seen the start of ideology control in China. Other time ideology control happened in the 80 years later 134BC to have outlawed all school of thoughts.  

The social system that China established in 2000 years ago is the popular model in current world.

5...China also selects outstanding foreigners as officials

Historically, China was not only chooses talents as officials in China; also there were many foreigners worked as top Gov-officials in China since Ancient time; such as:

The European missionary, Giuseppe Castiglione(16881766), Chinese name Lang Shining, who was an Italian missionary painter who served as a court painter for three generations of emperors during the reigns of Emperors Kangxi, Yongzheng and Qianlong; and has participated in the design and construction of the royal garden Summer Palace.

Western paintings are mostly portraits, while paintings of China focus on landscapes and scenery. Lang Shining was also learnt the skill on landscapes and scenery. He painted the famous pine and crane painting.  Kissinger made a significant contribution to the restoration of diplomatic relations between China and the United States and to the stable and peaceful development of these relations. The people of China will never forget old friends. China presented this painting as a 90th birthday gift to Kissinger.

But the outstanding one was British Sir Robert Hart in Qing Dynasty.     

Sir Robert Hart, 1st Baronet (1835 - 1911), as Anglo-Chinese statesman employed by the Qing government for directing the Chinese customs bureau and thus satisfies Western demands for an equitable Chinese tariff.

As British consular official in China (1854–1859), Hart became customs inspector at Guangzhou (Canton; 1859); four years later he was appointed inspector general; the top official fully took control of Maritime Customs Bureau.  

The bureau, at that time, annually collected about 5 Million taels a year at 14 different ports. Hart largely expanded the bureau, which by 1895 employed more than 700 Westerners and 3,500 Chinese, and collected more than 27 Million taels a year.

Hart’s employees not only collected tariffs but also charted the China coast, managed government port facilities, and supervised the lighting of coastal and inland waterways.

By 1896 he was also managing the first modernized national postal service in China. In addition, Hart and his subordinates served as consultants of the Royal Family to handle the matters that related to Western countries. Hart retired to England in January 1908.

The reason that the Qing government hires British Sir Robert Hart was very simple, because he knew how to operate customs. Government officials of China have absolute trust in him; let him to represent China to participate in the foreign negotiations and played a decisive role. Hart has made an important impact on the development of the foreign policy of Qing government.

On Sept. 20, 1911, Sir Hart died in the UK, in the remote Far East Asia; the Qing government awards Sir Hart a title as the Tutors of the Crown Prince. Even if the people of China, it is very difficult to get this title; which shows that the quality of people of China are respecting rational people and never forget good friend.

Sir Robert Hart once wrote a book "These from the land of Sinim." Essays on the Chinese question, in 1835-1911.

It said that the prediction on China will develop as powerful country sooner or later was inspired by the Boxer Rebellion of anti-foreign, anti-colonial, anti-Christian and anti-incompetent government uprising in China between 1899 and 1901, after failure in Anglo-Chinese War or Opium Wars between 1839 and 1842; Sino-Japanese War of 1895, and Eight-Nation Alliance invaded northern China in 1900.

At that time, as foreigner, Sir Hart was also under the threat and lived in the state of fear for the Boxer Rebellion.

As a great tradition of Western countries, at that time, they sanction the government of China by banning exports to China; as Sir Hart wrote that a member of Qing Royal Family said that:

“Very good-this forces us to become producers. Now, mark me, in due time we ourselves will be exporters; not only that, but underselling present manufacturers.”

Now, in 100 years later, the prediction of the member of Qing Royal Family made in the time that was the poorest and difficult for survival, has been becoming true, and any sanction to China of any country cannot stop. Later I will discuss the reason; you will be fully convinced. It is not because of China, but because of the social productivity in Western countries has been destroyed by legally protected fallacious ideologies.

In 100 years ago; the shocking fact that the easygoing and friendly people of China, suddenly became angry lions to unite to fight against foreign invaders and own incompetent government; especially what said of the member of Qing Royal Family shocked Sir Hart to have written the prediction that sooner or later, China will be develop as powerful country.

Jan 3, 2022, I especially searched an online PDF version of the book of Sir Hart "These from the land of Sinim." Essays on the Chinese question from the University of California, #276 (Page 262), I wrote down key point as below.

“China must henceforth become a military power. There will be much floundering and many mistakes and catastrophes, but sooner or later, the state will be emerge healthy, strong, and experienced, and in possession of what the world forces on her-military strength; and since it must be had, she will eventually have it of best-the best arms, the most suitable drill, the highest education, and soldiers in such numbers as population permits and circumstances require, and of such quality as physique, morale, and training will in the course of generations provide.”

“To-day, in order to punish China for the Boxer doings of last year, the West, among other things, is prohibiting the importation of arms. In this connection said a scion of a great family to me: ’Very good-this forces us to become producers. Now, mark me, in due time we ourselves will be exporters; not only that, but underselling present manufacturers!’”

6...China is Technocratic Democracy elites self-reliant lawmakers

2000 years ago, China explored Silk Road, now updated as Belt Road to survive people in West; but they kill until this moment. Due to that China chooses learned people in power; also in 134BC, firstly held Imperial Examination to choose talent throughout country, later it was institutionalized once a year until 1905. Europe missionaries call it as the elite constitution that values merit over the birth to give power to scholars.

Historically, China has been world leading economy, but interrupted by Britain; since 1773, Briton sells opium to China, Gov-China 8 times issued ban opium; but failed, 1839, China has to burn Opium, 1840, Britain colluding with France, etc., to armed selling opium, and later U.S. black ship tamed Japan looting bombing China for 100 years; now on the war ruins, again China developed as world leading economy; and as over 150 countries top trade partner, acted as engine driving the development of world economy.

Today China is in Technocratic Democracy by quality entrepreneurs, scientists, engineers, etc., part time self-reliant as lawmakers; the top leadership is a politburo of 7 members promoted from grassroots; without meeting consensus; no one allowed to talk at will; by which institutional constraints avoided the development of the personal dictatorship under strict accountability.

The relative long prosperous life, as the world leading economy of China stemmed from constantly summarizing up experience, and accordingly makes up suitable measures to avoid the repeating of historical mistakes.  

Since ancient times, people of China have been able to enjoy a prosperous life, it should thank to the feudal system. The feudal imperial power was able to stable for hundreds of years without wars, and then by Imperial Examination system selecting learned quality talents to govern the country.

In fact, the feudal imperial power is a kind of stable political cornerstone or institutional umbrella in safeguarding a peaceful society; so that ensured the knowledgeable & rational people governs the country.

Today, the Communist Party of China is the leading party, assisted by democratic parties, which plays the role of a political umbrella and then selects rational elites to govern the country.

Years ago, article The Chinese Government Is Dominated by Scientists and Engineers indicates that “Nowhere in the world can you see the same admiration and respect from the public to their scientists and engineers other than in China. This is a little known fact.” “They admire such professionals so much to the point that they qualify these people to be worthy and capable in handling political affairs. The Chinese people believe that scientists and engineers, who eventually become technocrats, have a highly disciplined mind fit for public office.”

“The Chinese Government Is Dominated by Scientists and Engineers Directly before the present administration, 8 out of China's top 9 government officials are scientists and engineers.” “This leadership has brought laser focus on innovation, bringing much of China’s labor centralized in science, technology, and engineering.”

“Scientists and engineers occupy several of China’s highest political offices. Two of these offices are held by Xi Jinping and Yu Zhengsheng. Xi Jinping, the top leader in the Communist Party of China and the President of the People’s Republic of China, studied chemical engineering at Tsinghua University in Beijing, which is the same university where previous Chinese President Hu Jintao went for a degree in hydroelectric engineering. Xi obtained a degree in Marxist degree as well as a Ph.D in law at the Tsinghua Humanities Institute, becoming China’s first national leader to hold such degree.”

“Yu Zhengsheng, the chairman of the National Committee of the Chinese People’s Political Consultative Conference, is also an engineer. He graduated from the specialty of ballistic missile automatic control of the Missile Engineering Department of the Harbin Military Engineering Institute. Yu spent almost twenty years in the electronics industry before joining the Ministry of Electronics Industry in the 1980s.”

“Not only do scientists and engineers dominate the top political offices in China, they can also be found at all levels of the Chinese government. It has long been observed by the Chinese people to elect, or perhaps select due to their election system, politicians with a science or engineering background. A study by Li Cheng and Lynn White entitled “Elite Transformation and Modern Change in Mainland China and Taiwan: Empirical Data and the Theory of Technocracy” describes the domination of scientists and engineers in the Chinese political elite.”

“No wonder we see global dominance of Chinese technology made products such as laptops, 5G technology, home appliances, automotive, smartphones, medicines and  wearable technologies. These politicians encourage innovations as their key component in transforming China from a cheap products to world class trading destination. Did you know that the best drones brand (DJI) is made in China?”

In 2019, article China's Overrated Technocrats indicates that “Many Western parliaments are dominated by people with law degrees, but China’s leaders are mostly trained as engineers and scientists - or so goes conventional wisdom. Advocates for this supposed Chinese approach, such as the entrepreneur Elon Musk, argue that it produces leaders who adopt a pragmatic and technocratic framework to solving problems. And those scientist-politicians, the theory goes, are more likely to govern efficiently, in part because they are unburdened by ideology.”

I have watched many aggressive interviews of media with entrepreneur Elon Musk; from Musk's responses, I can sense that he has truly humane understanding on human civilization and knows what is beneficial to mankind and what is harmful to mankind; our accustomed cognition and concepts were confused and wrong; which proved that Musk is a rare sober minded person in the mad house of Western free world where dominated by psychos. Musk's participation in politics is by no means a jokey.

7...Europe was a bloodstained battlefield ruled by rival feudal families

In 2020, the editor-in-chief of Bloomberg Dr. John Micklethwait and the political editor of Economist Dr. Adrian Wooldridge, who jointly wrote article The Virus Should Wake Up the West; which reveals fact that the governance of China was human, the one in the West was inhuman. 

Since Hobbes’s time, the world has come full circle. When he wrote “Leviathan,” China rather than Europe was the center of administrative excellence. China was the world’s most powerful country with the world’s biggest city (Beijing had more than a million inhabitants), the world’s mightiest navy and the world’s most sophisticated civil service, peopled by scholar-mandarins who were selected from across a vast empire by rigorous examinations.” 

The Europe was a bloodstained battlefield ruled by rival feudal families; where government jobs were either allotted by birth or bought and sold like furniture and in struggling for mastery propelled government forward: Europe’s monarchies seized on technological innovations, particularly new ships and weapons to improve their chances of survival. When the Chinese invented gunpowder for fireworks; Europeans used it to blow one another (Chinese) out of the water.”

“The West’s governmental advantage is now questionable: Simply ask yourself whether you would feel safer today in New York and London or in Singapore and Seoul? Asia is catching up with the West, and in some smaller countries has overtaken it, in large part because Confucian Asia in particular has taken government seriously over the past few decades while the West has allowed it to ossify.”

Thomas Hobbes (1588 – 1679) a English philosopher and political theorist, best known for his 1651 book Leviathan, in which he expounds an influential formulation of social contract theory. He is considered to be one of the founders of modern political philosophy.

Hobbes witnessed the destruction and brutality of the English Civil War from 1642 to 1651 between Parliamentarians and Royalists, which heavily influenced his advocacy for governance by an absolute sovereign in Leviathan, as the solution to human conflict and societal breakdown.

Since then; Hobbes argued that society is a group of people subject to the authority of one person, with each individual surrendering their natural powers to this authority to maintain internal peace and resist external enemies. This sovereignty, whether in monarchy, aristocracy, or democracy, must be a "Leviathan," an absolute authority. The role of law is to ensure the enforcement of contracts.
