2025年，第47任美國總統唐納德·川普開啟第二任期，其組建的行政團隊堪稱現代歷史上最富有的政府班底。13位億萬富豪走入白宮，不僅是一種人事安排，更是一次制度實驗和治理範式的創新，很有可能成為人類Transform of Trust組織平台建構的歷史轉捩點。 筆者通過系統梳理發現，川普團隊的多項政策安排，如富豪內閣、稅收激勵、主權基金、審批權資本化、“社交媒體治國”等，遠遠越出了現行政治經濟學陷入效率或公平二元對立的尷尬，又恰好可以用共生經濟學（Symbionomics）的健康黃金率函數（Golden Ratio of Economic Health）乘法+複利思維加以表達。 一、共生經濟學健康黃金率五因交互模型 共生經濟學認為，經濟行為的終極目標，不能偏離“人的身心靈健康”。在成本與收益的消長關係中，必須引入“健康”這一高階變量，形成“成本/收益/健康”的黃金率模型。這一理論基礎依託於三大生命自組織力（生理、心理、社會）與外連接自平衡力（結構、制度、文化）的交互機制。所以，任何政策組合的最終目的，在於促進“個體與社會身心靈健康”和生活方式的創新與系統性優化再選擇，其評估均可由以下“五因交互標準健康值公式”體現。 這是一個以“複利邏輯”驅動的五因交互評價模型，其核心思想是將政策行為的效果放在一個多維、能量動態的系統中衡量。每個變量代表的含義如下： 
根據共生經濟學（Symbionomics）降本賦能健康黃金律，得出政治經濟政策標準，五因交互評分和健康值計算：健康值 = 降本÷賦能×健康因子×孞托結構×和平（Health Value= (C÷E)×H×T×P），五因指標均可標準化為結構均衡的1.0中值，高於1表示貢獻度高，低於 1 則表示存在結構性張力。 值得注意的是，五因交互結構健康指數（Health Index %），是評估系統可持續性的綜合表達，可用於國家政策、城市治理、企業戰略、國際關係、民間調查與普及新認知等各類治理體系的結構性分析和戰略組合優化。 
GDE（Gross Domestic Efficacy），以資源健康值（Health Value）為核心評價單位，是共生經濟學提出的結構價值參量。GDE通過“降本 / 賦能 × 健康 × 信託 × 和平”五因交互模型，運用乘法複利邏輯，系統衡量政策、經濟活動對社會結構與生態系統的綜合健康貢獻。它代表的是一種從量的堆積到質的優化的範式躍遷，是對傳統GDP邏輯的系統性升級與替代。 GDP（Gross Domestic Product），以資本周轉總量為核心統計目標，採用加法合計邏輯（如收入、支出、投資總額），側重於經濟增長速度與規模，但忽略了資源效率、環境承載、身心健康、社會信任等結構性變量。在面對複雜、互聯、生態化的全球治理新格局時，GDP模型呈現出結構單一、方向偏失的局限性。 二、六項核心政策結構評分與健康指數 在共生經濟學的框架下，我們可以用“降本/賦能/孞托/健康/和平”五大評價標準，衡量川普MAGA運動提出的“20個對美國的核心承諾”及其已然實施的平衡財政六大政策舉措。 1.DOGE政府效率部：通過技術手段優化行政管理，提高政府運作效率，減少不必要的官僚成本。 2.加關稅促談判（短期增收）：通過貿易政策調整，實現短期財政增收，並作為談判籌碼促進公平貿易，其收入用於基建和社會保障，增強國家經濟穩定性。 3.減免所得稅與消費稅：降低稅收負擔，刺激企業發展和居民消費，提高整體經濟活力。 4.川普金卡（美國綠卡）：預計全球發行700萬張，每張售價500萬美元，總額35萬億美元，相當於美國全部國債的總額。通過此方式吸引高淨值人群，為美國財政帶來直接收入，同時促進經濟增長。 5.主權基金：利用加關稅收入設立，同時對美國政府的招標合同收取一定比例的信譽費，形成長期穩定的財政支持，主要用於基礎設施建設和社會保障，以長期改善民生和社區競爭力。 6.遣返非法移民：減少社會福利負擔，緩解住房壓力，提升社區安全，增強社會信任。 
根據加權結構健康指數模型和共生治理策略的結構協同，六項政策影響力設定如下權重：DOGE（25%），加關稅（15%），減稅（20%），金卡（20%），主權基金（10%），遣返非法移民（10%）。根據加權模型，六項政策的綜合健康指數為：85.1%。 Health Value = (C ÷ E) × H × T × P 六項政策的組合不是單一的激勵工具，而是一個“攻守配位型共生治理體系”：DOGE效率部改革與主權基金機制構成治理骨架，金卡與減稅形成基層活力注入機制，加關稅則為戰略談判工具，遣返非法移民淨化社區有利生活安寧。以上舉措一環扣一環，健康指數總評得分為：85.1％，具有高度制度可持續性。“20個對美國的核心承諾”都可望一一兌現！ 三、川普新政的結構效能表現 —— 健康黃金率視角 為更直觀地理解川普新政六項核心政策在共生經濟學“健康黃金率模型”中的表現，本文以柱狀圖與雷達圖呈現其結構得分與健康指數分布。

在全球格局動盪不安、信息戰與認知戰日益加劇的時代，川普團隊在國際事務上的策略，應當避免喧譁取寵，而更多採取“行動大於宣言、沉默勝於張揚”的姿態。國際政策不妨“以戰術模糊掩護戰略清晰”，哪怕略顯神秘，也勝於被過度解讀。 但在國內事務上，情況恰恰相反：民眾對政策的參與度、可理解度、信任度，將直接影響政策的執行效率與社會反饋系統。因此，“治理透明度與公眾講述能力”就成了政務系統不可或缺的一環。象最近商務部長Lutnick、財政部長Bessent，特別是Musk，還有把一段時間對自己負責的部門政策如何出台、定期公開用好朋友聊天的方式，把政策原理、執行機制、財政路徑與可預期效果（比如國庫/國民同時增收/節約各15%，平衡財政/通貨/、平衡居民就業/消費）說出來，正體現了信託結構的“講述力變量”——不是只靠制度和數據贏得信託，而是通過面對面的解釋、持續的反饋、真實的傾聽，構建起公眾參與的認知共生體。 國家、企業、政府和非政府的受孞托組織的治理，既要多做少講，又要既做也講，包括講大道理——治理即鹽更是光。治理既需照亮現實，也需照見邏輯；它不是藏起的工程，而是交互主體共生系統。 “富豪治國”是將治理的理性、實踐與講述力結合起來，將“燈”點亮、架高、照人，讓整個國家在“千燈互照，光光交澈”中看清方向。這也合了美國“山巔之城”的立國精神（溫思羅普）。 六、川普：從直覺治理，到範式創新 川普的“富豪治國”新政模式，雖常遭輿論質疑為任性的直覺式治理，但他的“直覺治理”（intuitive governance）背後隱藏着“系統需求”（systemic necessity）與“範式轉換”（paradigm shift）的雙重力量。 川普團隊的工作，還將證明“資本家”作為19世紀以來社會主義運動的政治標籤，該扔到歷史的垃圾堆了！有人說“剝削來自於權力，而不是資本”。如果資本與權力結合，作為資本主體的資本家，既不需要與權力沆瀣一氣為自己謀利，又能把自己卓越的成事智慧用在國家治理上，那麼，只要有機會，無論如何都是值得大膽償試的好事！ 幸運的是，Trump交了三個思行事成的好朋友：Lutnick、Musk和Bessent（各自在金融、科技、投資領域代表了新時代的“能動者”），他們與Trump的聯結，可以視作一種“資本-權力-願景”三位一體的治理模型，其內核或許遠不只是傳統意義上的公共利益驅動，而是“高效、自組織、使命驅動”的孞態網式的勰和共生體，也是全球化3.0時代，具有趨勢性的“自組織精英治國”政體，亦或是數字時代“後國家治理”的雛形？所以，“富豪治國”並非簡單的“資本家掌權”，更不是以金錢凌駕制度的特權治理。它的本質，是將市場邏輯與企業管理理念引入國家治理系統，以提升政策執行的效率與制度運行的透明度。這種治理模式，不是為資本服務，而是通過制定更高標準的治理要求，推動公共政策的結構優化與普惠價值的兌現。 其根本前提，是以公平為導向的系統責任結構：任何施政者、任何政策舉措，都必須接受“降本賦能健康黃金率”的量化審查與系統性評價，確保其所設計與推行的政策方案，能夠激發社會每一個人、每一個群體的生命自組織連接平衡活力（Symbiotic Activation of Self and Society）。 因此，“富豪治國”不意味着“強者支配和操縱弱者”，而是更少以權謀私，推動構建一個以責任換權能、以活力替操縱的交互主體共生體制（Intersubjective Symbiotic Governance）。 結語 建康黃金律五因交互評价川普新政六項核心政策總評得分85.1%，說明川普團隊不會陷入David Halberstam在《出類拔萃之輩》中所警示的一批超級精英如何讓國家陷入自己編織的“戰術勤奮掩蓋戰略短視”的巨網之中，更不會如《紐時》寫手Thomas Loren Friedman及幾位諾獎得主以守殘抱缺的全球化2.0價值標準，輕率得出的所謂《一場大解體，正在上演》。相反，這是一場基於共生經濟學邏輯的全球化3.0的升級重塑。 未來，隨着美國“富豪治國”實驗的深入，以及《全球共生公約》和孞態網（MindsNetworking）的推進，共生經濟學將成為人們理解國際關係與一國政策制定的新範式。

It is grounded in the market efficiency and organizational responsibility inherent in Globalization 3.0’s intersubjective symbiosis, and incorporates the GDE-based Golden Ratio of Economic Health from Symbionomics（共生經濟學） as a normative standard for evaluating policies oriented toward the future—whose initial outlines are now beginning to surface and will be gradually revealed in the following analysis. This paper proposes a new theoretical construct — Symbionomics — under the paradigm of “Symbiotic Rights.” It breaks beyond the “Wealth of Nations” logic of classical economics and the “free will” logic of Austrian economics by emphasizing human physical, psychological, and spiritual health, and advocating for lifestyle reinvention. Its core tenets are: Production serves life → Life manifests ecology → Ecology releases living.
I. The Health Golden Ratio: A Five-Factor Interaction Model in Symbionomics Symbionomics is centered on human health as the ultimate goal of policy and institutional design. It introduces a tripartite model —

and expands it into a five-factor interaction system, incorporating: The health value of a policy is calculated as: Health Value = (C ÷ E) × H × T × P Each factor is benchmarked at a neutral value of 1.0. Values above 1.0 represent positive structural contribution; values below 1.0 indicate system tension. This model evaluates whether policies and systems can reduce cost, empower people, enhance health, build trust, and maintain peace — in a compound, multiplicative structure. It applies to evaluating not only national governance, but also cities, corporations, international relations, public opinion surveys, and urban communities — making it a universal “governance health check-up” tool.

These policies work synergistically rather than independently — combining digital tools, trade negotiations, taxation, immigration capital, fiscal instruments, and social reform. This forms a symbiotic governance system — not fragmented tactics but a coherent architecture of structural cooperation.

As Trump stated at the 73rd United Nations General Assembly: “We will never surrender American sovereignty to an unelected, unaccountable global bureaucracy. We are governed by Americans. We reject the ideology of globalism and embrace the doctrine of patriotism.” This echoes Ronald Reagan’s legacy. Every country, every region, and every leader is responsible for their people’s welfare. In a world increasingly governed by interactive balance, every society deserves to be great again. V. The Trust Structure of Good Governance: "Do More, Speak Wisely" Within the Health Golden Ratio model, Trust (T) is not just legal legitimacy — it also includes transparency, explainability, and public participation. These qualities lower social transaction costs and marginal efficiency costs, which enhances health, happiness, and dignity.
This is the gateway to good governance. In an era of cognitive warfare and disinformation, Trump's international strategy often emphasizes “strategic clarity with tactical ambiguity” — a way to act more, speak less, and maintain flexibility. As the saying goes: "Sometimes ambiguity protects more than clarity distorts." Domestically, however, it’s the opposite: Governance must speak clearly and consistently. Whether it's Commerce Secretary Lutnick, Treasury Secretary Bessent, or tech communicator Elon Musk, all have shown the importance of storytelling. Through friendly language and vivid examples, they can explain the structure and logic of fiscal policy, winning public understanding and building trust. For example: This is called “trust through storytelling.” Trust is not just built through law or contracts, but through human dialogue, empathy, and narrative clarity. Governance must be “both salt and light.”
Salt: maintaining discipline and standards.
Light: illuminating public understanding. Governance is not a closed-door mechanism, but a transparent, intersubjective symbiotic structure. This is the essence of “governance by the wealthy” — it combines reason, structure, and narrative.
It doesn't mean money rules. It means those with system-thinking and organizational experience contribute transparently and responsibly.
VI. Trump: From Intuitive Governance to Paradigm Innovation Trump’s governance style has often been dismissed as intuitive, unorthodox, even chaotic. However, behind it lies two profound dynamics: Systemic Necessity, and Paradigm Transition.
The phrase “capitalist” — historically used as a slur by socialist critique — has long lost its meaning. As contemporary understanding shows: “Exploitation is not caused by capital, but by collusion between power and capital.” If capital is no longer tied to power — if it can operate transparently, focus on efficiency, and contribute wisely to public systems, it becomes a force for structural good. “Governance by the wealthy” is not oligarchy. It is not the rule of the rich, but the application of entrepreneurial tools, market logic, and organizational experience to public service. Its goal is not wealth, but efficiency, transparency, and responsibility. Symbionomics argues that all policies and institutions should undergo health-value analysis: Health Value = (C ÷ E) × H × T × P Only those policies that genuinely reduce cost, empower people, strengthen trust, and increase peace and well-being should be sustained. This is not about the strong dominating the weak — it is about decentralizing power through systemic design, and building a symbiotic governance paradigm.
Conclusion Under the Symbionomics framework, the Trump administration’s six core policies scored a composite Health Value of 85.1% — a result that suggests internal coherence, structural balance, and high resilience. This stands in contrast to the elite failure described in David Halberstam’s The Best and the Brightest, where brilliance led to blind spots, and to the outdated “flat world” optimism of Thomas Friedman and the Globalization 2.0 camp. The Symbionomic Paradigm of Globalization 3.0 is not about conquest or competition — it is about interdependence, interaction, and innovation. It is governance with vitality, with humanity, and with integrity.
