對比中國大陸的制度演化更清楚地揭示了文明斷層的代價：

前三十年，靠“非農戶口”吃“商品糧”，啃“農業戶口”，強征“公餘糧”，“向蘇聯一邊倒”獲得156個工業項目，建立基本工業布局；
後四十年，部分靠“向美國一邊倒”，權力與資本勾兌，獲“最惠國待遇”“普惠制”與“低人權勞工”“高能耗資源掠取”，換取畸形增長。

結症有三：1、年輕世代上升通道被堵死、社會資源被體制內部“自己人”占據；2、冗官、冗兵、冗費，政府、企業“資不抵債”；3、轉而向貢獻“56789”（5.3%經濟增長率、6.4%GDP 增長貢獻率、7.4%就業貢獻率、8.4%稅收貢獻率以及9.6%的研發投入比例）非“自己人”的民營經濟，進行勒索、打壓。

中美的共同問題，是各自“政治正確”的教育錯位：

中國改革： 成也普及教育，敗也缺乏自由理性，創造力缺失；

美國改變： 成也自由教育，敗也失去職業技能，再分配依賴。

川普提出的 MAGA（Make America Great Again），並非孤立的競選口號，而是提醒每個國家政府都必須首先對本國人民負責。這正是 MAGA–MAHA（Make America Great & Healthy Again） 的共生精神：責任政府，健康國民。

總之，所謂“選舉話術共產主義”即美式民主社會主義，是指以‘福利—焦慮—依賴—選票’的制度循環，將善意政治演化為財政綁架與精神依附的民主異化現象。

Ⅱ-1選舉話術共產主義溫床的形成

政治溫床的滋生與文明失衡，從福利到選票：溫床的政治演化。

當社會長期處於“高成本、低機會、低信任”狀態，民眾特別是年輕世代的政治心理訴求，會自然從“創造者”轉向“索取者”。

在這種結構中，任何能迅速承諾“減負”“補貼”“免費”的政治話語，都會被視為“救贖性言語”，不論其財政或產業後果如何。於是，一個新的政治循環形成：

痛點製造 → 福利承諾 → 選票回報 → 財政赤字 → 再次痛點

這正是選舉話術共產主義（美式民主社會主義幻象），在情緒政治孳生的社會機制。它不是意識形態的輸入，而是結構性焦慮的反射。

America’s manufacturing revival has created over one million new jobs—yet between 450,000 and 500,000 positions remain unfilled.
This is the structural fault line of a generation—the Achilles’ heel of American greatness.

The Trump administration has rebuilt global supply chains and driven industrial reshoring,
only to discover that the younger generation lacks the strength and skill to take the helm.

Thirty years of politically correct education, twenty years of industrial hollowing-out, and fifteen years of welfare dependency
have produced a generation that:

• lives off government (living off taxpayers is worse than living off parents),

• consumes society while losing self-respect,

• seeks reward without work,

• is physically weakened, mentally anxious, and spiritually detached.

The result is the breeding ground of “Electoral Rhetorical Communism”—
an American version of democratic socialism that thrives on emotional politics and redistributive illusion.

The recent New York mayoral election serves as a mirror:
the Democratic Party won the election but lost its soul;
the Republican Party kept its faith but lost its grassroots reach.
Both MAGA (Make America Great Again) and MAHA (Make America Healthy Again)
have yet to reach the living nerves of states, cities, and communities.

A parallel lesson can be drawn from China’s institutional evolution, which reveals the cost of civilizational fracture:

• The first thirty years relied on “non-agricultural households” consuming “commodity grain” while “agricultural households” were forced to surrender “public grain”—a quasi-war model of extraction.

• The following forty years leaned on “Most-Favored-Nation” status, “GSP” benefits, “low-human-rights labor,” and “high-energy exploitation,” exchanging environmental and human costs for distorted growth.

The three chronic diseases are identical across both systems:

1. Upward mobility blocked—resources monopolized by insiders;

2. Overgrown bureaucracy and debt traps—states and corporations becoming insolvent;

3. Suppression of private innovators (“the 56789 contributors”)—those providing 5.3% GDP growth, 6.4% GDP contribution, 7.4% job creation, 8.4% tax revenue, and 9.6% of R&D investment.

Both the U.S. and China share a common root cause: educational dislocation under political correctness.

• China’s reform: success in universal access, failure in cultivating free rationality—creativity deficit.

replacing creators with claimants, and re-creation with redistribution.

In essence, “Electoral Rhetorical Communism,” the American version of democratic socialism,
is a systemic loop of welfare, anxiety, dependency, and ballots—
transforming benevolence into fiscal coercion and moral dependence.

When a society remains trapped in high cost, low opportunity, and low trust,
