Today I write Rescue Canada’s healthcare by doctors as lawmakers was viewed that the healthcare crisis in Canada stems largely from poor governance; due to no accountability no responsibility.

Dr. Paul Parks, Alberta Medical Association, who said, “here we are in one of the worst access crises we’ve ever had for acute care across the province, and nobody’s saying a peep from government (ministers) or leadership,” “There is nobody at the helm.”

Dr. Warren Thirsk, an emergency room doctor in Edmonton, Calgary; who said that he sometimes sees more than 100 people in the waiting room with 30 chairs, while others spill out into hallways or the ambulance bay. “People who can stand, stand, some are on the ground and we’re hoping they’re alive. And you walk by this carnage, and then you start your day,” 

How unbearable grueling job is? Being a doctor who works saving lives of others; but at the first, oneself has to endure the psychological torment to damage to one's own health; I'm tearful. This is the tragic reality of the universal healthcare system of Canada.

The worse still, the problem is not limited to healthcare, but it has involved in all aspects. Canada has been worsening increasingly unlivable. Playing values & human rights make low quality population flooding in; such people cannot be trained as quality workers or law-abiding citizens besides crimes; they ruined own countries; now they ruin Canada; Canadians lived in valueless no dignity.

Today, the science and technology progress promoted the unparalleled prosperity of the material wealth; it can be called Affluent Society; people should enjoy prosperous life.

However; please look at the world; even if it is in the rich democracies, increasingly people cannot make end meets. In the poor countries, people even sell their own organs to survive their families; the world has pushed in the multi-exterminations. Even if we are lucky not finished by wars and crimes; but we still cannot avoid finished by capital free plunder making soaring up life spending.

The cause is that it is not all human feature in human nature; there many people are reckless no sense for the bad consequences, the liberal democracy is designed for granting power to the reckless ones; and then they drive the power of State Apparatus to madly finish human world.

This topic is trying to explore feasible way for rescuing ruined world.

Human suffered disasters stem from multi-party opposed democracy; preventing good deeds from happening, and making the bad one flourishing.

Nowadays, social governance has evolved as that lawmaker makes legislations or policies, or laws as the orbit; and then society runs accordingly; it is that lawmakers formulate law to make the power of State Apparatus into executable means to perform power.

The State Apparatus is equipped with the police officers, police guns, police vans and prisons to compel the people who dared defy the laws. So that once the legislations; or policies; or laws are enacted, the State Apparatus will automatically enforce.

This is that the State Apparatus, or government; or politician are through legislation to realize the executable administrative power to govern the country. This is that who once get the right to formulate laws; who will get the power for controlling the country.

In accept-feasible concern, we may learn China, by quality entrepreneurs, scientists, doctors, and so on, part time self reliance work as lawmakers.

Without concern of pleasing voters, the civil legislature is dared to suggest strict regulations as accountability to force people taking responsibility.

By such a roundabout way, Canada will humanize the West dehumanized world.

Thus Canada set a model for global people who seek way out for survival and popularize it immediately.

Under this system, policies can be implemented without interruption, which is the foundation for China’s rapid economic development. But in Canada, the polities change with the replacement of politician.

The deficit is similar for women.

2010 report up to 1200 needless deaths patients abused staff bullied to meet targets, but hospital says no one's to blame; patients were left unwashed in their own filth for up to a month as nurses ignored their requests to use the toilet or change their sheets; four members of one family, including a new-born baby girl died within 18 months after of blunders at the hospital…

'For your safety and ours, please limit the discussion with your provider to one issue per visit,' the message said. It then went on to encourage patients to book a follow-up appointment." "Canadian health care's 'one issue per visit' problem has been around for a long time and is widely regarded as a symptom of the fee-for-service system — where physicians bill the government per appointment rather than draw a salary."

This fact indicates that the family doctor does not have enough patients, and which kind of waste of medical resources is also the cause of the shortage of medical resources in healthcare system. On other hand, as doctors, they clearly understood that many diseases are syndromes. Just asks one symptom, it cannot diagnose the disease correctly. There is no way to talk about correct treatment. The doctor's approach is for repeatedly charging on government by despising the life of patients. Such kind of behavior is simply no humanity.

The judiciary prioritizes human rights, wholeheartedly protecting the wicked, thus losing its legal function. So that crime is rampant, and the people have neither human rights nor dignity.

[3] India, willingly allowed several times swept by foreign civilizations, has accumulated the entire world's cultural garbage. Various absurd ideologies and religions are rampant, and India itself is prone to creating evil ideologies and religions and foolish people like animals, recognizing cows as their ancestors. Bridges collapse, dams crumble, and everything they done is ruined.

[4] Africa has never been fully humanized; people are lacking the intelligence to build a habitable home, remaining in a semi-cave state. Historically, Europeans captured them and sold into slavery in Europe and America. Later, they voluntarily wandered the world, unable to earn a living by working in highest crime rate, making money by wearing stockings over their heads.

The IQs of the aforementioned countries are merely averages. Each country has people with higher IQs. Unfortunately, those with low IQs cannot think seriously about problems and act recklessly, thus becoming audacious and often occupying leadership positions.

An old Chinese saying goes, "You can tell what a person will be; like at three years old," implying that a person's nature is hard to change. This suggests that IQ levels, determined by ancestral genes.

While people with low intelligence are more likely to act harmfully towards society, this isn't always the case. Conversely, some highly intelligent individuals pose a greater threat because their methods are more sophisticated.

Ray Dalio said that all of these Chinese systems from the beginning of recorded history were hierarchical and non-egalitarian. I was told by one of the most senior Chinese leaders, who is also a highly informed historian and an extremely practical top policy maker, that the core difference between Americans and the Chinese is that Americans put the individual above all else and the Chinese put the family and the collective above all else. He explained that Chinese leaders seek to run the country the way they think parents should run the family—from the top down, maintaining high standards of behavior, putting the collective interest ahead of any individual interest, with each person knowing their place and having filial respect for those in the hierarchy so that the system works in an orderly way.

Ray Dalio said that the Chinese leader explained that the word "country" consists of two characters, "state" and "family," which represents how the leaders view their roles in looking after their state/family—like strict parents. So one might say that the Chinese government is run from the top down (like a family) and optimizes for the collective while the American approach is run from the bottom up (e.g., democracy) and optimizes for the individual. (These differences of approach can lead to policies that those on the opposite side find objectionable, which I will explore in more detail in the next chapter.)

This is the reason that historically, the people of China lived a relative longer peaceful prosperous life with old and new Silk Road provides the West with life necessaries; while the West has been in looting and killing until today right now.

Humans are inborn selfish animals; the selfish instinct is the driving force for humans seeking survival, and which derived social activities are the basic forces in driving the development of economy to support the existance of society; without human selfish instinct without human society. However human selfish behaviors often conflict with social collective interests in harming society.

On Earth has no desired governing model; a governing model that is able to contain war and plunder and therefore create people a relative peaceful life is a best governing model. The West advocated Free World sounds good; but the social effect is in the opposite by facilitating bad people harming good people.

No looting and killing is the minimum standard for human beings; human government and human civilization.

The root cause for the West has been playing in beast way is at that their social elements were designed for being able to enjoy the stuffs that were unable to be enjoyed when the European looting and killing based inhuman rule with a mixture of aristocracy and religion; so that the social elements today in the West with inhuman genes; which is not suitable for human life.

The tragedy of Western civilization lies in its unquestionable deceit, everything looks and sounds in perfect making sense and perfect humanized, however, the good ideas cannot cope with the complexity of human nature, and the result is precisely evil; due to that people are inborn selfish instinct and tend to do according to own preferred accord and are good at use of public instruments for private purpose.

“Xi Jinping, the top leader in the Communist Party of China and the President of the People’s Republic of China, studied chemical engineering at Tsinghua University in Beijing, which is the same university where previous Chinese President Hu Jintao went for a degree in hydroelectric engineering. Xi obtained a degree in Marxist degree as well as a Ph.D in law at the Tsinghua Humanities Institute, becoming China’s first national leader to hold such degree.”

“The top Chinese leaders are now equipping with former economists, research fellows and a journalist in the government. Several China’s highest political offices run under the command of scientists and engineers.”

A wise magistrate Ximen Bao who completely eliminated the evil misdeed by thrown the witch and her accomplices into the river by the name of sending a message to the river God, he will chose a more beautiful girl as wife later.

I think that it is the main reason that China did not form any harmful Religions. The case shows the wise social governance of China in 2400 years ago, and well demonstrated that what is the true human civilization?

Li Si  (280 – 208 BC), who was a politician, legalist writer and notable calligrapher came to State Qin from State Chu, served as Prime Minister from 246 – 208 BC under two rulers of State Qin and has fundamentally contributed to the social governance of China and globally.

In 238BC, Li Si suggested to Qin Shi Huang (259–210 BC) with that now, Qin has the conditions to unify the world, and the other six countries have actually fallen to the status of Qin's prefectures and counties. The social system that China established in 2000 years ago is the popular model in current world.

Dong Zhong Shu (179–104BC) suggested Emperor Wu of Han dynasty outlawed schools of thought to respect Confucianism alone; by the power of the state apparatus forced the socialization of Confucianism, so that everyone has to learn, memorize and guide social life. Because I felt that China will play a very important role in the future for all mankind. If I was born as a Chinese, I think I can do something worthwhile." As a Chinese, “If the world has not merged, I will work hard to integrate it. If the world has merged, then I will try to shift the world from material-centered to spiritual-centered.”

For the comments of Dr. Toynbee "as a possibility of the future, China may rule the world and colonize it," Daisaku Ikeda argued (in book) with that, my idea is that China is not so much a nation that promotes the conviction of conquest, but rather a conservative who wants peace and safe in nature. In fact, as long as someone does not invade China at first, China will never preempt. In modern times, the Opium War, the Sino-Japanese War, the Korean War, and the wars related to China so far can be called self-defense wars, which were the normal reaction that has to be done.

Please remember that the dialogue was held in 1973, at that time, China did not make economic reform yet, the economy was without hope can be seen.

Now China is merging the west feud fragmentized world as Dr. Arnold Toynbee wished by updating 2000 years of old Silk Road as Belt and Road initiative to help those long feud countries mutually understanding to melt down the feuds and integrate billions of marginalized people into the world economy and help them going from making $2 a day which is misery and degradation to 10 or 15 a day which is the beginning of dignity.

Of all the world's languages, Chinese characters are the most concise, easiest to understand, and least prone to misunderstanding. The Chinese text is the thinnest in the UN documents.

Memorizing 3,500 Chinese characters are able to combine them into any desired vocabulary with strong logical structure.

I was born in rural China and experienced poverty rooted in my memory; after graduating from university in China, I went to France to study, live and work for 15 years; later, I worked in different African countries for many years. I have been to 30 different Asian, African and European countries, including most Eastern European countries. I have a background in history and philosophy, and my lover has a bachelor's degree in philosophy. Both her master's and doctoral degrees are French sinologists who study Chinese politics and law. Her major also provides a special and valuable perspective. I very much agree with the basic point of this professor (Jeffrey Sachs):

First of all, the West has been trying to tell people that the main contradiction in this world is the struggle between democracy and autocracy, but the truth is far from it. If you have lived in the poorest and most chaotic countries in Africa, such as Chad, Central African Republic, Mali, etc., you can understand what the reality of the world is. The main contradiction in the world is the worldwide injustice caused by globalization under the guidance of Neoliberalism, leading to a lot of extreme poverty, pollution, and turmoil in the third world.

In any occasion; Western hegemony will mention the issue of "democracy-dictatorship", but they will not put the issue of "3 to 5 million children under the age of 5 died of hunger and malnutrition in the world every year" on the top of the urgent need to be first addressed. Secondly, democracy or non-democracy is a very complex concept that is in constantly evolving in the course of historical development. These things are "ideas", not "a cat" or "a dog" that can be observed objectively and the connotation remains unchanged. But the connotation of democracy is in constantly evolving, and people in different times reflect on their reality to continuously injecting or subtracting connotation from it. Could democracy be the same before and after Schumpeter? Is Greek democracy the same as contemporary democracy? Professor Jeffrey Sachs said very well, for the political form, attention must be paid to its details. Thirdly, it is historical tradition. I remember when I was in school, a French professor told us: If the West has some basic understanding about the political history of China, then it should be humble. In the Tang Dynasty of China, the government’s institutional setup was already very meticulous. The promulgation and implementation of the emperor's edict already has a very strict restrictive mechanism; for example, the systems such as supervision and admonishment. The relationships between the central and local governments, the military system, labor and taxation systems, etc., are all complicated and amazingly rigorous. In the absence of external interference, political culture will naturally give birth to political institutions. Political culture is the result of organic growth accumulated by a nation for thousands of years; it is something rooted in flesh and earth. For example, Libya, it is the unique historical and geographical environment that made this country, with the Bedouin tribe as the unit to form a complex system of constraints, marriages, competition for power and redistribution of interests. The reason why Western systems are suitable in the West is that they have been established over a thousand years of exploration and adaptation since the Middle Ages, especially over 200 years ago. The effective operation of a political system needs to be consistent with history, economic reality, and political culture.

Finally, I would like to add a little personal opinion. China is not a closed nation, and we have never rejected learning from other nations since ancient times. We do not reject modern political concepts such as democracy, freedom, fairness, justice, and sovereignty of the people. Marx is also from the West, has China rejected it? What we object to is mythologizing or metaphysical them. The reason why the ancient Chinese nation has been able to maintain its vitality through thousands of years is that it can take into account two aspects at the same time, that is, "accepting new reasonable things"; while "not losing its originality".

I try to understand the difference in the civilizations between China and the West from the eyes of noted historians and philosophers of China; Qian Mu, who well studied the culture of the East and the Wesy; so that we can grab the main points with the soul or the essence in the time of minutes.

Qian Mu (1895 – 1990), a Chinese historian, philosopher and writer. He is considered to be one of the greatest historian and philosopher of 20th-century China. Follow was translated from book Political gains and losses in Chinese history.

The source of Western politics is in the Greek city-state. First, it is launched from a small area through trade or through the military; Second, the idea of "individualism" is the starting point; the third is a kind of politics of the stronger bullying the weaker, the rich bullying the poor, and majority bullying the minority; the fourth is not focused on the spirit for the interest of large group of social members. Therefore, this kind of politics is easy to cause two kinds of conflicts - the struggle of the external ethnic groups and the struggle of the internal different class. It is a kind of politics in confrontation and conquering.

The politics of Greece and Rome are largely influenced by religion. It intertwined with the Christianity and interacts to form the source of European culture.

Only religion can transcend class and nationality, but it cannot solve the problem of political reality.

China's traditional politics, neither aristocratic politics nor monarchy, indeed, it is democratic governance.

In compared with Western political systems, although China did not set up a parliament for public expressing opinion, it does not mean that China does not have civil rights.

In the case of the ruling of the monarchs and nobles in the West, in order to enable the people to supervise the government, they established the National Assembly, which is a manifestation of the civil rights of the West. Therefore, in such a context, the Western political system is a system in the state of opposition between governments and nationals; in which, the people exercise an indirect civil rights through the Congress.

In traditional political system of China, the reason why there is no Congress is because that Chinese government is formed by the people that select from private sector, not from royal families; thus, the government itself has represented the public opinion; which is a political system that the government and the people are integrated. The domestic civil rights are exercised by the composition of the government.

In the Chinese political system, what really represents the public opinion is not by the majority of the people, but by selected most knowledgeable people. The optimal political system is the political system that must ensure that the most knowledgeable people can take the political power.

Therefore, in order to enable the civil rights to maximize their role, it is necessary to pay attention to the quality rather than the number of representatives.

China's political system is not an autocratic at all

The reason why China's political system is considered to be authoritarian rule is because that the royal rule lasted for a thousand years, without a parliament for representing public opinion.

But, this does not mean that China is autocracy.

First of all, the royal family of China is a symbolic head without power for authoritarian rule, but helps the stability of the political situation and the long-term stability of the country. Secondly, China implements "sage politics" and, therefore, does not require public opinion organs.

The government of the West is like the Wal-Mart, the owner hires a manager (government) to take charge of the business, and the shareholders (public opinion agencies) have the right to question management matters.

The government of China is like a university. The professors (sages) teach the students (people), and the students cannot override the authority of the professors.

Therefore, the politics between China and West is not comparable and cannot be generally compared.

The relationship between law and morality is different between China and the West

China emphasizes the nature of people is good, so it is considered that morality is supreme, and the law is only used to make up for moral deficiencies; while the West considers that stipulates morality and leads ethics by law.

In China, the core of morality is benevolence and filial piety, which is not regulated by law; while the West considers morality to be fair. This kind of fair is for protecting the rights of individual and must be protected by law.

Due to the differences in political consciousness and national concept between Chinese and Western, the nature of law between Chinese and Western is also different.

In the West, the state is above all else. The law is the specific manifestation of the state's domination of the will and rights of individual. The law is a tool of domination. Under the control of state power, the people need to fight for human rights against the state to defend themselves; so that the Western people demand legislative power and demand separation of powers.

In China, the state is only a kind of social organization. The state is established for the people, not the people are born for the state. At the same time, the people of China have a sense of taking care of the overall interests, in the eyes of the Chinese people, the highest goal of the life is that individual ethics conforms to the overall morality of society and does not conform to the power and will of the state; therefore, the state does not override personal will or hurts individual freedom, and people do not need to fight for freedom from the state.

The law of China is education at first, and then the penalties are imposed. The function of the state is to guide the advancement of morality, and the role of the law is to help correction. Therefore, as far as the nature of law is concerned, the Western law is to give people rights, so it is mostly a law to protect rights; and Chinese law is to prevent people from being immoral, so it is mostly a law to punish evil.

The relationship between law and religion is also different between China and the West

In West, the religion and law complement each other. At the beginning, law is a part of religion; except law has no justice, except religion has no moral guidance. The religion and law synthesized the idea of freedom, equality, and fraternity is the highest goal of European political consciousness.

The law of China is completely separated from religion. The moral education is in school, and the penalty of law is in the government.

The requirements of China for law are not only fair, but also to assist morality and make up for the deficiencies of ethics. Then, since morality comes from the mind of the people, the law should focus on the mind of people and focus on the emotion of people.

The politics of China and West is radically different

Firstly, China is a unified state, and the country is a whole that condensates into a center, it is a political form of centralized. The West began in the Greek city-state, which is the state of a small country. The formation of the country is spread from the center to the surrounding area, which formed a political form of “outward conquest”.

Second, the politics of China has had religious functions since ancient times. The ideal of traditional Chinese politics is to transcend the class and transcend the nationality. There is the responsibility to teach and supervise all the large groups of people. Therefore, the function of Chinese politics is in both of complying with natural law and also meeting the needs of the people; thus the Chinese politics already have the function of religious education.

The Western religions and politics, any of them is without such integrated function. Therefore, religion and politics must co-work together, both are indispensable.

The society of China is neither a feudal society nor a capitalist society

First of all, in terms of the political system, China is a united country with centralized power since the Qin Dynasty in 221 BC, and the county administration directly under the Central government as today’s regional distribution of counties and provinces.

China does not have a feudal aristocracy. There is no privilege of nobler; there is no aristocratic hereditary politics; compared with the West, there is no slavery in China.

In terms of economic conditions, Chinese society is dominated by the agricultural economy rather than the feudal economy. In addition, the system of taxation and servitude in China has largely demonstrated the freedom of giving farmers.

The difference in political theory between China and the West

In China, the emperor is the "outstanding talent of the sages" and is at a high level by virtue of the trust of the people. Therefore, if the theoretical source of the Western regime is the contract of the people, that is, the "contractual regime," then the rationality of the Chinese regime is from the trust of people, that is, the "trust regime."

The political theory in Confucianism

Chinese traditional politics advocates knowledgeable people, and education is the ultimate goal of the politics of China. The traditional education of China is transcend class and transcend nationality and is developed for the entire human culture, so the government must be under education. This is particularly evident in Confucianism.

The focus of Confucian political thought is not in the monarch, the so-called monarchical power comes from heaven, and the heavenly way exists in the ministers. That is to say, the emperor is hereditary, is not necessarily the sage, and the ministers are all selected "most sages" from the whole society through the examination system, they can make up for the shortcomings of the celestial hereditary.

From the perspective of the development of Confucianism in dynasties, they all reflect the characteristics of the well integration of religion, politics and education. This is the big end of Confucian ideals. China's education is in politics, so the political objectives are often far-reaching. Therefore, for China, politics has the connotation of education, and the most ideal political system should be the system that can best guarantee that the "most sages" can engage in politics.

Chinese traditional politics has the goal of make the customs and the political rights equal. There is no confrontation between classes, and there is no competition between the nations.

The flaw of traditional Chinese politics

First, because of contempt for expansionary hegemony, it is not to engage in prosperous by aggression and merger and is easy to be bullied by strong neighbors. Second, it cannot guarantee the sages kept as the sages and the people cannot conduct effective supervision.

The traditional political theory of China is not only originated from Chinese traditional culture, but, also conformed to China's national conditions. This was the reasons and feasibility of the value for the existence.

The key to the way out of Chinese politics is not to copy the political systems in the West, but to carry forward the essence of Chinese traditional political theory, to correct its illnesses, to restore its original ideals and its original appearance, to pull out new political theories and exert a new political spirit. It can achieve political stability and long-term stability. 

From the eyes of Qian Mu, the two civilizations were radical different.
