海外網9月15日電 2014年台灣“太陽花學運”期間，突襲台“行政院”的抗議人群被警方強制驅離，周姓民眾等25人受傷。傷者自訴台灣地區前領導人馬英九、時任“行政院長”江宜樺、時任“警政署長”王卓鈞、時任“中正一分局長”方仰寧等人殺人未遂罪，台北地方法院15日判4人無罪，可上訴。

據中評社報道，提告者主張，2014年3月23日當天，馬英九得知群眾在“行政院”前靜坐，告訴江宜樺“隔天要正常上班”，江再轉令王卓鈞、方仰寧“淨化行政機構任務”，導致第一線警察以武力強制驅離人群，致人受傷，涉犯殺人未遂、傷害、強制等罪。

對此，馬英九表示，台“行政院”是限制集會遊行區域，不是可以隨便集會、喝咖啡跟唱歌的地方，當時更有消息指，人群要“拿下‘立法院’，拿下‘行政院’”，下一個就是領導人辦公室，已影響到整體安全。當時學生認為服貿黑箱，但他邀請學生來領導人辦公室談，學生卻又稱沒興趣，質疑學生根本只想把台當局拖垮。

8月30日，馬英九曾就此案表示，數千名群眾以暴力方式違法闖入“行政院”，準備占領後阻撓第二天公務員上班，以癱瘓台當局，這在全世界任何法治社會都無法容忍，台當局絕對有義務、責任排除他們的干擾，以維護台灣當局行政機關的安全和運作，這是合法必要且符合多數民意的期待。
