In 1979, Canada accepted 50,000 refugees from Indochina (Vietnam, Cambodia and Laos together). In 2016 Canada accepted 34,925 refugees from Syria. The population of Syria is 18 million, about 1/5 of the population of Vietnam. By the rate of refugees/population, Syria is the highest country source of refugees accepted by Canada!

Do you think that refugees can make the same contributions as the immigrants meeting high standards (education, skills, age, language, etc.)?

Early 80's Canada accepted hundreds thousands refugees from Vietnam, mostly are Chinese. Many of them made great contribution to Canadian society.

In 2016, Canada accepted about the same number of refugees as America (84,995), which is 10 times of Canada. Do you think that Canada is stronger to settle so many refugees?

The Syria refugee surge in 2015/2016/2017 is due to war and real crisis. Many western countries, those not traditional imiggration countries are settling the Syria refugees as well. So one time surge is normal. The high refugee claims from China are not due to one time special events and not related to any war.

难民与移民不是一回事，这是人道危机的问题，帮助难民是人文主义的基本要求。而老中从来没有受过这个教育。而且欧洲并非移民国家。

这是人类文明的内容，也就意味着强势需要付出代价。任何人类文明，都是远离动物本能的过程，目的都是为了更大范围的平稳。

发达国家引进移民，主要是为了填补低端劳动力的空缺，比如德国引进土耳其人，美国存在大量非法移民，这类需要大规模人工的工作是不需要技术的。而且对于第一代移民来说，很多人有语言问题，难以胜任技术性工作。

在资本扩张的环境里，资本的流动是一定伴随劳动力的流动的。那么这种移民现象就是不仅无法阻止，也是必须的，否则就会像日本那样，经济规模逐渐减小，大街上不少见六七十岁的人干体力活。
