It was no doubt expected that the publication of that order would lead us to believe that he alone was to blame for the non-arrangement of affairs, and incline us to lend a more willing ear —as we subsequently did —to the proposals made by his successor. Success covers all errors in most governments ; but in China we find one of the highest and most faithful public servants deprived of rank and station for carrying out accurately the instructions he had received, in order to give to mock negotiations the semblance of reality.
