析啊。俺才不会听他一个人的,俺要看那些原始数据。

 

 

俺表示要看原始数据,因为俺从不相信作弊能做到这么张亚舞爪,这么低级,把大众都当饭桶吗?然后网友贴了链接可以免费下载原始数据:

数据要收费,原因不知,但确实似乎要收费。俺花了点时间下载了,一个500MB name: 2152_5757这是csv格式,500MB很大了。另一个300MB (2152_5758). 试了几次俺的STATA13打不开,文件太大,一连3crash了电脑。只好分段分析,把每200万个entry分成一个文件分析,一共4个文件,最后一个文件只有994643条,前3个各有200万个。所以总数是6.99million没错。里面的variable有选民登记号码,姓名,地址,有些人有电话列出,(这些应该属于Personal information了,不知道HIPAA怎么说)。 地区,选区,然后是从20062月份到202011月份各次选举的投票情况(缺席投票还是at polls)。每个entry是一个voter(或者曾经有资格的voter,因为数据包含自2006年以来的所有有资格voter. 主要是自06年以来。所以假如要造数据的话,一定能查出来,这个是包含了历届选举的选举人信息,从地方到联邦。

 

2152_5757这个文件里面关于本次选举的信息如下:

11月这个栏目应该是本次投票记录,俺不知道留白是啥意思(没有data dictionary,但俺看完了另外一个dataset时认为留白的是邮寄选票,在2152_5758这个文件里)11active的有2.5millionabsentee745k, at polls485k. 一共active voters3.7million (这个数目应该是所有登记了的选民数目,包括留白的邮寄选票).

 

早先Goodday转的那个威州数据混乱的帖子,俺在这里辟谣(继续,嘿嘿!!!)原文这样说的:“其中,登记选民名单表格包含大约6,994,368名选民数据。但是,威斯康星州总人口只有5,860,000人,18岁以上的合法选民只有4,680,000人。也就是说,这6,994,368名选民数据中,至少2,314,368人是不应该存在的。”

辟谣:全部数据是6.99米林没错,仔细看上表,其中inactive的占据3.255米林,这3.255米林里面绝大部分是已经去世的,并非active 选民。这组数据里active 选民只有3.74米林。那些不存在的,确实不存在,是死去的或者 inactive的。威州voting-age population in Wisconsin  4,536,293 2019 data);按照新唐人的报道,2020年是4.68米林。

在较小的那个dataset(2152_5758)里面,一共有效投票数为2,110,528票。这个数目,加上2152_5757里面absentee的票数,加上at polls的票数,总数为3,340,494票。看了下威州最后结果,五位总统候选人加起来的票数是3289631,很接近了。现场投票的人数相对很少。

邮寄选票的文件里,比2151_5757文件里的数据 variable少,但明显留下电话号码的人比例大增,还有留下email的,当然地址也有,选票何时寄出,何时收到,一目了然。

总之,威州注册选民人数为3,737,746,实际投票数为3,340,494, 注册选民中投票率为89%。 但如果以本具资格投票的人(没有登记的但又资格投票的人计算,这是一般的计算方法,投票率在3,340,494/4680000 = 71.3%。

每一个邮寄选票的选民,姓名地址清清楚楚,川粉如果认为有猫腻,应该一户一户去证实或证伪。这个规模的数据,要完全没有错误是很难的。新唐人估计找得很辛苦,但他们还是白费事。拿他们找到得这个错误来说:

看到没?他们认为这个人投了两次!仔细看voter status,一个是active, 一个是inactive。 Inactive的不计算在内。紧跟着的下一栏 voter status reason,标明了这两个ID merge了,合并了!这就是为何第二个ID变成了inactive. 川粉们看懂了吗?

看到没?Inactive!原因呢?去世了!不算在计票内。

另外,当时投完票老穿在推特喊冤,说WI投票率一下子猛涨22%(比较2016年)。小唐也在facebook喊冤,认定事出非常必有妖孽。俺现在show给你们看看这个妖孽是个什么东东:

全州合法选民(登记的没登记的适龄就算)一共:4.68 million; 登记选民3.74 million; 投票人数(俺用自己的数字吧):3,340,494

以登记选民人数为分母:3,340,494/3.7million = 89% (这个不是投票率的计算方法)

以合法选民人数为分母:3,340,494/4.68million =71.3% (这个是投票率的计算方法)

大家都知道老穿嘴大,没错吧,俺show给你们看。不仅仅嘴大,ego更大。输不起哇!输不起造谣就能赢吗?不可能了。

以下是新唐人的报道:

美国大选信息一般都提供公开查询。但今年被指舞弊的摇摆州威斯康星州,下载大选数据竟需要支付2.5万美元天价。有选民愤怒买下后公之于众,有得到数据库的人士发现,数据极度混乱,作弊疑点重重。


大纪元11月28日刊登了一篇读者投稿。文章说,一位威斯康星州公民担心自己的选票被篡改,想查查政府的大选数据库。以往数据库网站(https://badgervoters.wi.gov/)都是公开的,民众都可查询。但今年网站页面上显示的信息让他震惊:下载选民名单数据需付12,500美元,下载邮寄选票数据需付12,500美元,买下全部数据集共需25,000美元。

这让他非常愤怒:如果选民没有这麽多钱,就不配查看本州的数据库吗?最后他决定维护探寻真相的权利,支付25,000美元下载了全部资料。他发现数据库信息极度混乱,存在各种巨大的数字差距。于是,他把数据库挂到了网上,提供给公众免费下载。

文章作者下载这些数据库并进行了梳理分析,发现许多令人难以置信的疑点。

文章说,基础数据库提供两个表格,分别是选民投票历史和登记选民名单。

其中,登记选民名单表格包含大约6,994,368名选民数据。但是,威斯康星州总人口只有5,860,000人,18岁以上的合法选民只有4,680,000人。也就是说,这6,994,368名选民数据中,至少2,314,368人是不应该存在的。

另外,选民选票历史表格共有2,152,453条"邮寄选票"的数据记录,其中1,949,121人寄回了选票。也就是说,有1,949,121人通过邮寄选票投了票。

但根据选民名单中一个名为"2020年11月"(November2020)的属性记录的数据,这次大选中邮寄选票(Absentee)共有745,405条记录,而投票站选票(At Polls)数量为485,135。也就是说,只有1,230,540人在这次选举中投了票。

另外,根据CNBC新闻11月4日的报导,威斯康星州已有310多万人投了票。

文章说,上面几个数据都互相对不上,到底哪个是真的?

另外,文章作者还说,在选民登记表格记载的1,230,540个选民中,发现同一人有两个选民编号,投票两次。通过对比选民资料和地址,可以确认这两个选民编号是同一人拥有。

另外,两个表格中,各有数千个选民资料不全,有的选民编号空白、乱码、断行,有的申请日期空白等。

这份荒诞的数据库中,还记录了一名女士使用邮寄选票投了票,但数据库明确标示她已死亡(Deceased)。而从网上也可以搜索到,这位女士的确在2018年1月已去世。

这位女士的情况不是个例。文章作者发现,这个数据库中"选民状态原因"(Voter Status Reason)被标明为"死亡"的共559,201人,占数据库中选民总数的7.995%。

WAUSAU, Wis. (WSAW) - As the November election draws near, a major topic of discussion has been the difference, or lack thereof, between mail-in voting and absentee voting. NewsChannel 7 spoke with Wausau City Clerk Leslie Kremer and asked her to explain the difference between the two.

“Mail-in voting is requesting, in writing, your ballot to be mailed to you and then you return it by election day,” Kremer explained. “Absentee, early in-person voting is requesting an absentee ballot, in the clerk’s office or wherever they have designated it and voting in the clerk’s office and not being able to leave with that ballot. In both situations, you’re voting absentee, it’s being held until election day to be counted, but it’s absentee either in person or mailing.”

In Wisconsin, any registered voter can request an absentee ballot by mail without excuse.

Universal mail-in voting, which is being conducted in states like Colorado and California and has been criticized by President Donald Trump as being open to fraud, sends ballots to all registered voters whether requested or not.

Kremer says photo identification is required whether you’re requesting a ballot by mail or in person.

“If you are not an indefinitely confined voter, you have to provide photo ID the first time that you request an absentee by mail ballot and then we keep that on file so that if you request absentee mail-in votes in the future, you don’t have to provide that photo ID each time,” Kremer explained, saying that only one ballot can be issued. “Our election workers are at the polls on election day; they’re looking in that pollbook to see, there’s a watermark if that person’s been issued an absentee ballot, so they can’t vote twice. We don’t send out an absentee ballot to anyone unless they have provided the photo ID ahead of time.”

Those same requirements are in place for early in-person absentee voting.

“When you come to city hall to vote, you have to show a photo ID just like you would polls,” Kremer said. “Either which way you have to prove who you are.”

And when it comes to security, Kremer says the proper precautions are in place.

“It is safe and secure,” Kremer assured. “When we receive the absentee ballots back, they are recorded right away, the day that we receive them, and then they’re locked in a secure place in my office until election day so there cannot be any tampering.”

Anyone interested in voting absentee is encouraged to request a ballot sooner rather than later.

Why not calculate turnout rates as percentage of registered voters?

If the goal is to calculate turnout rates for eligible voters, isn't the number of people registered to vote the eligible population? This may seem reasonable, but voter registration statistics are not exactly what they may seem.

Voter registration rolls contain "deadwood" -- people who are registered at an address but no longer reside there for whatever reason. To alleviate the burden of registering each election -- a tactic that was used in the past to suppress voting among certain groups -- federal law requires that a registered voter remain on the voter registration rolls for no less than two federal general elections since the last time the person voted. Persons can only otherwise be removed from the voter rolls through a process called "purging" if they notify the post office of a change of address or fail to respond to a written notice from election officials (there are other ways a registrant may be purged -- these are two common methods). Purging practices vary among localities and vary over time, and thus the amount of deadwood may vary, rendering voter registration turnout rates non-comparable across time and space.

The way by which eligible persons can register to vote varies across states. North Dakota does not have voter registration. Other states have a policy known as "Election Day Registration" or EDR which allows individuals to register and vote on Election Day. In these states, voter registration as a turnout rate denominator is misleading since any eligible voter can cast a ballot if they so desire.

If one wants to know the effect of a policy like EDR on turnout, a consistent denominator like VEP is preferred to measure effects which would otherwise be confounded by purging practices.

Although voter registration turnout rates may be uninformative for comparison purposes, election officials often calculate turnout rates for registered voters. Some don't, for example, Minnesota reports turnout rates computing using the VEP statistics found here. Why do they do this?

From a practical standpoint, voter registration is a voter turnout denominator that election officials have readily at hand. In contrast, calculating VAP and VEP requires familiarity with data sources that election officials do not often work with.

Some states or localities have policies regarding the creation of voting precincts or allocation of election machines that depend, in part, on voter registration and turnout.

首先说,皮教授用数据说话的态度值得赞赏。这才叫文明!

不过有个问题需要切磋一下,关于投票率的。英文原文叫【Turnout】,定义为投票人数与合格选民【Eligible Voters】总数之比。而合格选民的定义在美国绝大多数州是指经过登记认证【Registered】的选民。那么,你自己定义的投票率就是错误的。

如果采用的定义不同,你必须保证在相同的条件下比较,也就是你引用的之前比较也是采用你的方法。否则这个比较就没意义。在没有确认比较方法相同的情况下,这就是你此文的一个主要瑕疵。

【威斯康星是很特别的州,该州的法律非常严。首先威斯康星州是不允许邮寄投票的,即使是缺席投票也要个人递交一个申请表,被批准了才能给你这份缺席票,你再去填选票,然后把它交进去。

但是在威斯康星州出现了大量的未经申请的缺席投票。两个民主党主政的大城市,一个是密尔沃基,另一个是麦迪逊。密尔沃基有6万份没有经过申请而投进来的缺席投票,麦迪逊有4万份没有经过申请的缺席投票。所以按照威斯康星州的法律,这10万票都是废票,但是她们都被计算进去了。在整个威斯康星州,就这两个城市出现这种奇怪的现象。
