US's move is not as simple as it seems. US wants to crawl back into Vietnam after its 1975's defeat and withdrawal. No doubt, part of the reason is the rise of China, threaten to challenge US dominance around the globe. More important, it wants to topple Vietnam's communist regime to control Vietnam, leveraging on stupidity of South Vietnam and its wide-spread corruptions. Newer generations from Vietnam probably never know that Vietnamese president Ngo's (the two brothers) were assignated by US simply because they refused to allow US troops to come into Vietnam to meddle with the country, and also making up a phony reason, accusing Vietnam attacked one of US carriers with dynamites, thereby justifying its sending of US troops into Vietnam to put in the Ki & Thieu puppet government. The whole incident could be dug up from the web under the title: "The Pentagon Papers", if you so desire. US also told Vietnam point blank that approval for sale of arms is on a deal-by-deal basis, with string attached - meaning Vietnam has to forfeit US war crimes committed during Vietnam War for use of chemical weapons, such as Agent Orange, and massacre of over 1000+ women and children at Mei Lei Village, in which the perpetrators were allowed to go free without being court martialed. Another reason for lifting of a 40-year old arm embargo against Vietnam at this time is to divert Vietnam from buying all Russian military hardware, which Vietnam has done so far after 1975. As this would give US the leverage of stopping the flow of spare parts for the hardware Vietname bought, any time it likes as a means of twisting Vietnam's arm into doing whatever it wants. This is evident in what US did to Iran after the Muslim fundamentalists toppled the Shah of Iran, who was a US puppet in 1978. Try growing up, morn!
