Many factors other than income are considered. Therefore, individual awards vary based on individual circumstances. Additionally, families with non-typical financial situations (such as business owners, owners of real estate other than their primary home, and divorced parents) are more likely to receive non-typical awards
Comment: 29% meant to be the applicants for FA (financial aid) among 家庭收入在十九万以上的学生. Base on 83 and 29%, you can calculate that 262 students in this income group applied for FA. 29% by no means meant to be based on the whole 十九万以上 group. Although it didn’t tell if 十九万 meant to be family gross income, mostly likely it is.
Here is more info for your reference regarding FA at Penn (or UPenn)
“ This year, almost 45 percent of Penn’s undergraduate students received need-based grants from the University. Most undergraduates from families with incomes of less than $175,000 are receiving grant assistance, and the typical student with family income of less than $40,000 receives grant aid that covers full tuition, room and board. Over the past several years, as increasing numbers of students have required financial assistance, Penn has maintained its commitment to meeting full need with no-loan packages. Penn is one of fewer than 50 private institutions in the United States that admit academically qualified students without regard to their families' ability to pay while also meeting the determined full need of all undergraduates. Of the other colleges and universities with no-loan financial-aid policies for undergraduates, Penn has the largest undergraduate enrollment at 10,300.” From http://www.upenn.edu/pennnews/news/penn-announces-2012-13-financial-aid-budget-tuition
